Army Times Solicits Balough’s Views on Recording Recruiters
The Army Times has quoted Richard C. Balough as an expert on privacy issues surrounding the Army’s decision to give recruiters the option of recording conversations with potential recruits. Mr. Balough said there is no legal restriction on the recording as long as the potential recruit is made aware that he or she is being recorded. The Army wants to use the recordings to improve the recruiters’ effectiveness. The problem with the plan, Mr. Balough said, is that it leaves the decision whether to record with the recruiter. Because the recruiter has the discretion to record or not, it may leave the recruiter open to charges that he or she selectively recorded the sales pitch.
